The Capital Area Soccer Referees Association was established as a Maryland not-for-profit membership corporation in 1991. CASRA has been committed to excellence in training and close attention to the qualifications and competency of its soccer officials. The first major contracts secured by CASRA were with the highly competitive National Capital Soccer League (NCSL) and the Washington Area Girls Soccer League (WAGS) to cover their games in Anne Arundel, Montgomery and Prince Georges Counties and Southern Maryland for ages up to 19 years. in 2009, the Columbia Soccer Referees Association joined with CASRA and extended CASRA's coverage to Howard County and the Greater Columbia area.

CASRA currently has additional contracts with a number of youth leagues (ages 10 to 18 years), including the Baltimore Beltway League (youth up to 18 years), and Waldorf and Charles County public recreation leagues. Most of these leagues have been clients for years. More recently CASRA added rec programs run by the SAM League (Maryland SoccerPlex), Damascus Soccer and the Soccer Association of Columbia (greater Columbia area).

At the high school level, CASRA has been providing officials for the Maryland Public Secondary School Athletic Association games in Anne Arundel, Charles, Calvert and St. Mary’s Counties. For many years CASRA has served many private high schools in Prince Georges and Montgomery Counties and Southern Maryland. More recently CASRA has been retained by Interscholastic Athletic Association of Maryland (IAAM) for girls’ soccer.  The IAAM conference includes thirty schools across the state, playing Middle, Junior Varsity and Varsity soccer.

CASRA serves members of the Washington Catholic Athletic Conference located in Montgomery and Prince George’s Counties: DeMatha, Elizabeth Seaton and Good Counsel, whose programs are often nationally ranked.

CASRA also has contracts to provide referees for most of the youth tournaments in Maryland, including nationally recognized tournaments, such as Potomac Memorial Day, SAC Memorial Day, WAGS Real Vodicka Columbus Day, SAC Columbus Day, Discovery Cup (Columbus Day), Bethesda Thanksgiving, and Baltimore Bays College Showcase, and other competitive tournaments -- the August Cup, Freestate, Hagerstown, Mid-Atlantic, OBGC Labor Day, Thunder Labor Day, and Mountain Road.

CASRA provides opportunities for its officials year-round.  Its Futsal-registered assignors cover all indoor games at the Maryland SportsPlex (Millersville, MD) and the Discovery Sports Center (Germantown).  CASRA also assigns outdoor leagues at the Maryland SoccerPlex (Germantown) and the Covenant Park complex (Columbia).

As a result of its dedication to serving both referees and clients, CASRA has significant signifcant growth.  A large body of over 1,900 referees, almost all of whom are USSF-registered and many MPSSAA-registered (eligible for Maryland public high school games), covers more than 22,000 indoor and outdoor games each year.
