HomeCapital Area Soccer Referees Association, Inc. (CASRA) is an organization of USSF-certified and MPSSAA-registered referees serving the officiating needs of youth and adult leagues and public and private high schools principally in Montgomery, Prince Georges, Anne Arundel, Howard, Calvert, Charles and St. Mary's Counties. CASRA assigns for BBSL, NCSL, and WAGS travel leagues, as well as adult and youth rec leagues in those counties.
CASRA is the premier referee association for tournaments in Maryland, including all of the major showcase tournaments at the Maryland SoccerPlex, Covenant Park (Columbia) and Cedar Lane complexes, including the Baltimore March Madness, Potomac, Columbia Memorial Day, and Betehsda Tournaments, and also the WAGS Tournament. CASRA assigns Futsal and indoor games at the Maryland SportsPlex (Millersville), the Discovery Sports Center (Germantown), and other locations.
CASRA's mission is "excellence in soccer officiating." CASRA's goal is to provide the game with the best referees available. CASRA intends to accomplish its mission and goal by promoting the interests of soccer referees and serving its league and school clientele. CASRA will assign competitive and well-paying games and provide mentoring and other support. CASRA has a new college scholarship program for younger referees who devote themselves to becoming better referees and working for CASRA. CASRA will respond to clients' needs and assign to their games officials who are trained, independent, impartial, and responsible.

You will receive a personal log-on password to the System and instructions. The system will permit you to see all the matches available and to submit your availability. NO MEMBERSHIP FEES/NO REQUIRED MEETINGS. CASRA has no membership fees or percentage charges. CASRA bills its administrative fees and expenses directly to the client. As a result, you receive the full amount displayed with your games in Arbiter. CASRA pays Maryland referees through the RefPay electronic payment system linked to ArbiterSports. CASRA pays out-of-state referees by check immediately after tournaments. All league referee fees are paid a minimum of three times a season. CASRA has no required meetings.
CASRA will assist you in finding games to officiate at your level of expertise, in improving your skills and in advacing you to higher referee grades and more competitive games.
SPECIAL NOTICES: Referees must report all Red Cards and other serious incidents (such as injuries, crowd problems, etc.) to the Leagues and the CASRA Assignor for the game. USSF youth games involving red cards (other than for language) or serious incidents, such as referee assaults, must be reported to the Maryland State Referee Administrator the USSF PDF form; referee assaults on the USSF Online Report Form.
